Please note that the Rav's new Whatsapp group for his messages to the kehilla is a group that only he can write to (i.e., one cannot respond to his messages). Those messages will not also be sent via email, unless the message contains halachot or drashot.
The Sheilot group has been in existence for some time and anyone can ask questions at any time.
